Manni L. Perez

Dylan Rourke

Known as the 'Jack of Hearts,' Boobie is a Vice City legend who turned street hustle into an empire. He owns the Jack of Hearts strip club, real estate holdings, and co-runs Only Raw Records with Dre'Quan. All smiles until it's time to talk business.

A veteran drug smuggler from the golden age of the Keys. Brian runs his operation through a boatyard with his third wife, Lori. He's Jason's landlord and employer, offering rent-free living in exchange for shakedown work. Looks like a beach bum, moves like a great white shark.

Stephen Root

Jason's paranoid, beer-loving friend and conspiracy theorist. Cal prefers staying home, snooping on Coast Guard comms with private browser tabs open. His motto: 'The psychopaths are in charge. Get used to it.' He's the tech-savvy intel guy, happy at the low tide of America.

Bobby Moynihan

A former street hustler turned aspiring music mogul. Dre'Quan grew up dealing on corners but always dreamed of breaking into music. Now he manages Only Raw Records with Boobie Ike, booking talent at the Jack of Hearts. He signed Real Dimez and is hunting for a major hit.

Confidence, charm, and cunning define this seasoned bank robber. Raul is always hunting for talent ready to take big risks for bigger rewards. His recklessness raises the stakes with every score. He may serve as a mentor figure who gets Jason and Lucia into major heists.

One half of Real Dimez, Vice City's rising rap duo. Bae-Luxe has been inseparable from Roxy since high school. They rose from petty crime to music stardom after a viral hit with DWNPLY. Now signed to Only Raw Records, they're chasing their next big break with relentless social media hustle.

Co-founder of Real Dimez alongside lifelong friend Bae-Luxe. Roxy turned their street savvy into spicy rap tracks and viral social media content. Their early hit with DWNPLY put them on the map five years ago. Now at Only Raw Records, they're ready for lightning to strike twice.

Brian Heder's third wife and active partner in his smuggling operations. Lori works alongside Brian at the boatyard and is shown handling both assault rifles and pistols with comfort. She's no trophy wife; she's fully aware of and involved in the criminal enterprise.

A correctional social worker at Leonida Department of Corrections. Stefanie is the first voice heard in GTA 6's debut trailer, seen counseling Lucia during her incarceration. Her role hints at themes of rehabilitation and Lucia's early story arc before her release from prison.

Spotted in an Ammu-Nation commercial within the GTA 6 trailer. Phil appears to be a younger, reimagined version of Phil Cassidy from the GTA 3D Universe. Fans speculate he could be an easter egg or a fully fleshed-out weapons dealer character in Vice City.
